Joshua Habursky is the Chief Executive Officer/Executive Director of the Premium Cigar Association representing nearly 4,000 brick and mortar retail tobacconists and over 250 premium cigar manufacturers. Habursky oversees all operations of the association and leads legislative, regulatory, political management, litigation, and policy development for the association. Habursky is the chief lobbyist and directly advocates before the White House, US Congress, Food & Drug Administration Center for Tobacco Products, and Small Business Administration. Through acquisition in 2026, Habursky became the Chancellor of The Cigar Academy.

Josh is also an Adjunct Professor at the Graduate School of Political Management at George Washington University teaching grassroots engagement, state lobbying, and federal interest group politics. Josh received his Bachelor of Arts in Political Science from Washington & Jefferson College, a Master of Arts in American Government from Georgetown University, a Certificate in Non-Profit Leadership from Harvard University’s Kennedy School of Government, and is pursuing a Doctorate in Business Administration with a Concentration in Hospitality from FIU Chapman School of Business.

Habursky is also a writer and presenter for major news outlets and has authored over 100 articles on topics related to advocacy, policy, and political management. Aside from his work in the political arena, Habursky has a growing hospitality business with an ownership stake in 10 restaurants and bars in the Washington, DC area including the award-winning Carbonara, an Italian restaurant and wine bar.
